FMCSA Revokes Phoenix ELD: Another One Bites the Dust

FMCSA has been on a tear of revoking ELDs recently, and the latest casualty is Phoenix ELD. Just last week we reported on five ELDs getting the boot, and now Phoenix ELD joins the growing list of devices that couldn't meet federal standards.

On October 23, 2025, FMCSA officially removed Phoenix ELD from the registered devices list for failing to meet the minimum requirements in 49 CFR Appendix A to Subpart B of Part 395. If your trucks are running Phoenix ELD, you've got work to do.

The device now appears on FMCSA's Revoked Devices list, which is basically the hall of shame for ELD providers who couldn't keep up with compliance requirements.

Your 60-Day Action Plan

You have until December 22, 2025 to get this sorted out. Here's what you need to do:

  1. Stop Using Phoenix ELD Immediately. Switch to paper logs or logging software to record your Hours of Service (HOS) data. Yes, it's a pain, but it's better than the alternative.

  2. Find a Replacement ELD. Choose a compliant device from the FMCSA Registered Devices list. Don't just pick the cheapest option—this is your second time shopping for an ELD, so make it count.

  3. Install Your New ELD by December 22, 2025. This is a hard deadline. No extensions, no excuses.

  4. Back Up Your Data. Before you unplug Phoenix ELD, download all your HOS records. You'll need them for audits and compliance checks.

What Happens If You Miss the Deadline?

The FMCSA doesn't mess around with these deadlines. If you're still using Phoenix ELD on or after December 22, 2025, here's what you're looking at:

  • Drivers will be placed out-of-service (OOS) immediately under CVSA OOS Criteria.
  • "No record of duty status" violation under 49 CFR 395.8(a)(1).
  • Fines up to $16,000 per violation.
  • CSA score hits that will make it harder to book loads with brokers.
  • Trucks sitting idle instead of making money.
